Define acceptance criteria, ordered assignments, exact file ownership, verification commands, UI-impact classification, affected UI surfaces, concrete UI-impact evidence, recovery risks, and an independent review target. Record why each selected agent is eligible. Emit exactly one eligible `implement` assignment, one eligible `verify` assignment, and one eligible independent `review` assignment. For `non-trivial` UI impact, also emit exactly one eligible `prototype` assignment whose owned paths isolate prototype artifacts from production implementation ownership. The prototype assignment is required even when the plan prose already describes prototypes. For `none` or `minor` UI impact, emit no prototype assignment. The plan is complete only when every required assignment is present and an implementer can execute it without inventing missing contracts or crossing another assignment's ownership.
