Implement

For feature work and other multi-step changes, invoke develop-workflow; let its parent orchestrator own approval gates, assignments, commits, independent review, and integration.

For one bounded assignment, require the approved plan, acceptance criteria, exclusive owned paths, test seam, allowed commands, and deadline. Use tdd where practical. Change only owned paths, run focused checks, and return the diff and command evidence to the parent.

Leave user interaction, mutation delegation, commits, remediation decisions, review, and integration to the parent orchestrator.
