Deploy multi-file Hub workflows (#3128)
* feat(hub): deploy canonical workflow bundles Keep CLI deployment aligned with Hub's authored bundle boundary so validation and activation receive the same deterministic source files. Public documentation now teaches that boundary as the only configuration format. * test(hub): assert validation diagnostics directly * refactor(hub): deepen HTTP client module * feat(hub): validate named agent configurations * docs(hub): align Claude mode example

## Can the configuration live somewhere other than the repository being watched?
Yes. `filters.repo` can name any repository the organization can reach, so a private repository can hold `.paseo/hub.yml` for triggers that watch public ones. Push access to that repository grants access to the organization's connections, which is a good reason to keep it private and protected.

Yes. `filters.repo` can name any repository the organization can reach, so a private repository can hold the `.paseo` bundle for workflows that watch public repositories. Protect push access because the bundle selects the organization's connections, daemons, agents, and outputs.

## Where do triggers go now?
Each trigger and its ordered steps live in one direct `.paseo/workflows/*.yml` file. `hub.yml` contains only named environments and agents. Hub rejects monolithic `triggers` configuration instead of translating it.
