feat(cli): add foundation - package setup and entry point

Add @paseo/cli package with:
- Package structure with npm workspace integration
- bin/paseo entry point using tsx
- Commander.js setup with --version and --help
- Placeholder subcommands: agent, daemon, permit, worktree, provider
