fix(website): fix horizontal scroll on mobile

Browse Source 
The APK tooltip with whitespace-nowrap and centered positioning
overflowed past the viewport on narrow screens. Anchor it to the
right on mobile, center it on sm+. Also stack nav logo and menu
vertically on mobile.
