+You own GDC-012. Refuse implementation unless the coordinator assigns it, `STATUS.md` marks it `in_progress`, and GDC-007 and GDC-008 passed review. Use a fixed configurable OpenAI vision model through the Responses API with `store: false`, no tools, original image detail when supported, and strict Structured Outputs.

Treat local OCR as untrusted input and validate every response locally. Never log or persist keys, headers, base64 payloads, unrestricted responses, or hidden reasoning.
