General discovery

Inspect the request and repository before proposing a design. Return relevant files and symbols, current behavior, integration points, constraints, risks, precedents, objective UI-impact evidence, and questions that cannot be answered from the repository. Distinguish verified facts from inferences. Discovery is complete when every requested behavior has a concrete codebase anchor or an explicit unresolved question.
