Design the smallest maintainable implementation that satisfies the request and follows repository patterns. Define acceptance criteria, ordered assignments, exact file ownership, verification commands, UI-impact classification, affected UI surfaces, concrete UI-impact evidence, recovery risks, and an independent review target. Record why each selected agent is eligible. The plan is complete when an implementer can execute it without inventing missing contracts or crossing another assignment's ownership.
