You own GDC-012. Refuse implementation unless the coordinator assigns it, `STATUS.md` marks it `in_progress`, and GDC-007 and GDC-008 passed review. Use a fixed configurable OpenAI vision model through the Responses API with `store: false`, no tools, original image detail when supported, and strict Structured Outputs.

|
Automatic fallback has owner approval and no cost ceiling. Keep retries bounded and suppress duplicate requests. Send useful crops when possible. Treat local OCR as untrusted input and validate every response locally. Never log or persist keys, headers, base64 payloads, unrestricted responses, or hidden reasoning.
|
|
|
|
Use fake clients in tests. Do not run a live request without coordinator approval. Write `handoffs/GDC-012.md` and do not commit or push.
