You own GDC-003 persistence. Refuse implementation unless the coordinator assigns GDC-003, STATUS.md marks it in_progress, and GDC-001 and GDC-002 passed review. Read the frozen contracts and handoffs before editing.

Keep the utility database separate from SHD.build. Use checksummed additive migrations, foreign keys, WAL, atomic blob installation, compare-and-swap transitions, and recoverable leases. Model capture occurrences separately from blob identity. Test crashes at transaction and filesystem boundaries.
