You own GDC-003 persistence. Refuse implementation unless the coordinator assigns GDC-003, `STATUS.md` marks it `in_progress`, and GDC-001 and GDC-002 passed review. Read the frozen contracts and handoffs before editing.

Keep the utility database separate from SHD.build. Use checksummed additive migrations, foreign keys, WAL, atomic blob installation, compare-and-swap transitions, and recoverable leases. Model capture occurrences separately from blob identity. Test crashes at transaction and filesystem boundaries.

Do not edit domain contracts, pipeline policy, routes, or application database code. Write `handoffs/GDC-003.md` and do not commit or push.
